The Orange County Public Works Administration Building was designed  offices and meeting spaces which were organized around a central entry and gathering space.  This central space was topped by a belvedere with high windows to provide an abundance of natural light to the interior.  The cross ties in this space serve to lower the perceived height of the space with the additional function of tying the roof sections together.
